ya, um, its just fiction.
It can be argued that if there really was, no one would know about it… but as far as I know, there isn’t one, and the prospect is highly unlikely. If the government needed to infiltrate teenage circles, they’d find an adult who could pass as younger.
The reason there are so many movies with teenage spies and such is that teens and kids tend to like seeing someone closer to their age as the hero, and it makes for good entertainment.
