My mother is getting forgetful. Often relies on the stove and go do something else, like in the shower or leaving the house to a small shopping spree. I will leave for college this year and it would not take care someone else they are since my father works full time. Is there some kind of inexpensive cooking system or gadget other than a timer (they forgot to set it in the first place), that I can buy? The fire alarm system is not very helpful was it because she is pretty deaf too. >.

My aunt was much as you describe your mother. We had a timer installed in the electric line to the stove, where she had to reset the timer every 15 minutes or the electricity would shut off. Most things on the stove top can be finished in 15 minutes so it was not that much of a problem for her after she got used to the timer idea.
It was not exactly inexpensive but not too bad, and much cheaper than loosing the house to fire!
