I want an inexpensive camera (around or less than 500$ if possible) that can has all the basic functions of a dslr and has HD video recording. I was thinking of the Nikon D40 but I want guidance from a professional. Thanks

While the D40 is an excellent choice for any photographer, beginning or otherwise, it does not have a video feature
All the dSLR cameras with a video feature cost in excess of 0. The good ones that are attempting to rival real video cameras cost closer to from ,000 to ,000
Maybe you need to decide if you want a video camera or still camera before you spend any money

The fact that Max shot using flash at shutter speeds of 1/1000th second or faster, may not mean much to you, but most cameras highest flash sync is 1/250th second or slower

My first DSLR was a D40, and although it was great for a beginner, it does not have a movie feature on it. I’d recommend either the Canon Rebel T1i, the Canon Rebel T2i, or the Nikon D5000. You can get some of these cameras for cheap, reasonable prices on ebay.
the cheapest one with video is the Pentax K-x, you might be able to find a used one on your budget.
