I’d probably still get a basic one. It would suck to have a DSLR damaged by neglect. However, if you take good care of your equipment, you could probably go a little fancier.
I would say the Canon Rebel would be a good starting point.

Well, i bought a Nikon d40 DSLR not too long ago, and its quite simple to understand.
It depends what your price range, and your knowledge on photography.
My Nikon d40 was around $430, if that gives you a hint on how much you want to spend.
heres some reviews on the Nikon d40:

How well do you know this 14 year old? Do you really like them or just kind of like them but can acknowledge the drawbacks of a point and shoot? One thing you should know is that if they have a Point and Shoot, the DSLR shouldn’t replace it because there are times where a quick shot is all that is needed, not to mention the bulk and risk of damaging it.
How much does this person care about photography? If they’re the kind of person who will spend hours fiddling with each and every setting trying to learn what is best for a given situation, take care of their things and don’t mind the relatively steep learning curve, then I wouldn’t hesitate getting them a new DSLR. If they’re the kind of person who could possibly at a whim give up on the DSLR and or they don’t take care of their things, then I suggest getting a used DSLR as even the oldest DSLR is still far superior to the majority of Point and Shoots regardless of their higher megapixel count.
I have the first version Digital Rebel that I got when I was 16 and it makes fantastic photos with its 6 megapixel sensor. The newer DSLRs are better but aren’t THAT much better. Also one thing I like about my original DSLR is that it’s bigger than the newer DSLR and for me, it fits my hands perfectly but for my sister it’s too big. My Sister owns a Rebel XT and I found it to be too small but she loves it as it fits her hands perfectly. So actually, if anything, don’t buy the Camera based upon its specifications/newness but because of its physical attributes and how it feels in your hands.
Good Luck
Nikon D60 is a good model.
It’s a great entry level DSLR.
Nikon D40 is a good camera for starter with affordable price.
